Assist the Customs Administration in Ethiopia in increasing institutional capacity to carry out classification and origin work in an efficient manner and in developing an advance ruling system for classification and origin.

• To build national capacity and provide technical support in order for Ethiopia to conduct a Time Release Study (TRS).
• Review of regulatory business procedures from Djibouti port through Galafi border up to Addis Ababa container depot

To undertake a diagnostic of transit and border procedures in Ethiopia’s major goods movement corridor, taking into account activities at the Port of Djibouti and Galafi border crossing, and to make recommendations on short-term and long-term improvements to procedures.

To undertake a diagnostic of Post Clearance Audit and to develop a tailor made capacity building support programme that will enhance existing PCA capacity in Ethiopia.
