Art 7.4 Niger Improving Customs Risk Management
Niger customs administration is implementing a grant from TFAF to improve its customs risk management. The objective is to equip the Customs administration with updated technical targeting tools and to improve the skills of relevant customs officials in data analysis for risk management.
By aligning organizational workflows with rigorous data analytics, Niger is building the foundations to reduce clearance times, optimise revenue collection, and fulfil its WTO TFA obligations effectively.
After a diagnostic phase of several months, the project brought 14 officials together to Lome, Togo for interactive working sessions for 10 days. This included the finalisation of the technical tool, and a half day sharing of experiences with Togo Customs Authorities to discuss practices, experiences and challenges. Further to this, a small number of officials from Niger and Togo participated in a training on data analysis. The training on data analysis focused on the two elements.
Data Foundations: Diagnostic assessment of data cleanliness, circulation, and infrastructure between IT and risk units.
Advanced Analytics: A dedicated 3-day module next week delivering frontier data targeting techniques with accredited World Customs Organization (WCO) technical experts.
The training is continuing remotely, and a final validation workshop is organised end of the year to close the project.
