The Myanmar Customs Department, supported by a TFAF project proposal grant (PPG), convened a series of meetings and workshops in Yangon to advance implementation of the WTO TFA, with a focus on Article 11 on Freedom of Transit. The technical mission brought together around 100 participants from government agencies and the private sector to assess Myanmar’s regulatory, operational and institutional framework for transit. 

Senior officials highlighted the importance of efficient transit systems for strengthening regional connectivity and integration within ASEAN, noting progress in preparations for the ASEAN Customs Transit System (ACTS). Stakeholders also identified operational challenges, including infrastructure constraints, regulatory gaps, and financial guarantee requirements that continue to stand in the path of full implementation. 

The project’s draft assessment report recommends a comprehensive reform agenda centred on establishing a modern national customs transit framework aligned with TFA requirements and international standards. Key recommendations include consolidating existing procedures into a single transit regime, reforming the legal framework, introducing flexible guarantee mechanisms, and operationalising authorised transit trader schemes to facilitate trade. 

The report further calls for the phased launch of ACTS through pilot operations, strengthened inter-agency coordination, and expanded engagement with the private sector. It also highlights the importance of regional cooperation, digitalisation, and the use of electronic tracking systems. These measures aim to support Myanmar’s gradual implementation of transit systems and broader TFA commitments while enhancing trade facilitation and corridor development.
