Carried out its first collection of data on access to TACB. 53 Members have replied to the survey In May 2025. Two critical issues emerge from this data: 

• 18 WTO Members have indicated that they currently do not have a development partner for the implementation of the TFA. 
• 49 Members have an active development partner for the TFA in general but have not yet been able to find arrangements for multiple of their category C provisions of the TFA. 

These data points to two remaining challenges: i) mobilising a coordinated response to those Members without a partner, and ii) ensuring a targeted response by partners to all TFA category C commitments. 

Members also informed about the initiatives they have taken to mobilise partners. These initiatives include organising a donor roundtable, contacting donor Members and partners domestically, regionally and in Geneva, as well as maintaining a regular dialogue between the NTFC and donor Members and partners. The latter appears to be the most effective initiative, few NTFC are currently having the required capacities to do so.
